Part 1 - GENERAL INSTRUCTIONS

 

1.1         Description of the Work

 

The subject of the contract shall be the supply, delivery, installation, putting into operation, testing, of equipment including training and warranty services for the Supply of IT Several Machinery For Workshops And Office Equipments, Etc. For Kesbel Project, DDP (Delivered Duty Paid) final destination. 1.2         Technical Requirements

 

1.2.1        All the equipment shall be provided complete with the necessary accessories and/or parts such as to ensure that the unit is capable of operating to the required technical and quality specifications. All specification details listed for each item are the minimum requirements. Any improvements on the specifications or additional features offered should be clearly identified in the Tenderer’s offer.

 

1.2.2        The equipment shall be installed at the KESBEL Training Center unless otherwise stated.

 

1.2.3        The type of the supplied current in Turkey is 220 V (mono-phase) and 380 V (triphase + neutral). The quality and stability of the supplied current may undergo fluctuations (+ and -) of more than 10%. All hardware must operate on 220 V ± 20 V, 50 Hz ± 0.5 Hz, power supply and be suitable for direct connection to the standard power outlets in Turkey. The type of electrical outlets generally installed in Turkey is the type with 2 side mounted earthing poles. All plugs of all the supplied equipment will have to fit exactly.

 

1.2.4        The items (unless custom built) provided should not be hybrids and should be a registered brand name. Because of the variety of equipment, it is impossible to put the “one producer” condition, thus for compatibility purposes it is required to follow the compatibility requirements very strictly (PC compatibility, etc). 

 

1.2.5        Equipment which allows upgrading of capacities shall be provided in such a way that upgrades can be performed by installing additional capacity without discarding the already installed capacities.

 

1.2.6        All products should be supplied with appropriate documentation of the level enough for utilisation, maintenance and administration in Turkish. The Contractor should provide full information about documentation (list and contents).

 

All the hardware and software manuals should be supplied in Turkish on diskette, CD or paper copy as specifically indicated in the Technical Specifications.

 

1.2.7        All software shall be licensed to the Contracting Authority “KESİAD – Kemalpaşa Sanayici ve İş Adamları Derneği”

 

1.2.8        All hardware units must be operable in an office environment with regards to following temperature, humidity and dust conditions unless otherwise indicated:

 

·         Operating temperature           :100 C – 350 C

·         Relative Humidity                  :20% - 80%

·         Dust                                      :0.40 gr/m3

 

1.2.9        All items supplied conforming to the necessary CE regulation / norm must carry a suitable CE badge of conformity, permanently fixed to the machine where applicable.

 

12.10    It should be noted that the supplies has to be provided by manufactures having the certificate such as ISO 9000.

 

1.3             Training

 

The Contractor shall provide to relevant staff of the beneficiary a full training on operation and maintenance of the equipment contracted if specifically indicated in the individual technical specifications. It will cover installation and putting into operation, and training in instrument operation, including operation tasks. Likewise, the Contractor shall deliver an adequate training to users in a way that they will be able to manipulate the equipment with a remote help by the supplier. Training will be carried out on the sites. Training will be delivered in Turkish language.   

 

Training must be started within a week following the inspection and testing of supplies and shall be completed within 7 calendar days in accordance with the requirement specified in the Technical Specifications.

 

1.4              Warranty and Product Support Services

 

The Contractor will be expected to provide a warranty for all equipment with the Contracting Authority for 1 (one) years (see the details in the Technical Specifications).

 

 

 

 

 

 

1.5             Post Warranty

 

Post warranty period is the additional period available separately for an order and at the cost of Contracting Authority. The Contractor must guarantee that spare parts and support services (repair, replace, upgrade etc.) for the equipment is available for at least 2 (two) years after final acceptance at the cost of the beneficiary. The extent of these services should at least cover all the points indicated for the warranty service.

 

1.6             Spare Parts:

      

            The Contractor must guarantee that spare for the equipment is available for at least 2 (two) years after final acceptance.

 

It may also be the subject of separate negotiations as apart of after sales and maintenance contract between the Contractor and the beneficiary and any such agreement reached shall be entirely at the cost of the beneficiary.

 

1.7             Technical Documents to be included in the supply:

 

            The lot shall be provided with an original set of manuals for all equipment. These manuals shall be supplied in Turkish.

 

            The following documents will be required from the successful Tenderer for the provisional acceptance of each item:

 

·       Certificate of origin from a Chamber of Commerce showing the origin of the equipment as being from one of the EU member states or Turkey, or EU candidate countries, or countries benefiting from MEDA and CARDS programmes.

·       Report of final tests in the factory (Quality Control document) where applicable

·       Technical dossiers supporting CE marking may be requested where applicable

·       Guarantee document from the manufacturer, certifying that spare parts will be available for a period of minimum 2 (two) years or more after final acceptance if it is specifically specified in the Technical specifications from the contract signature.

·       Warranty contract of the manufacturer.

·       Other certificates indicated in the Technical Specifications (manuals, licenses, etc.)

 

            The supplier must be aware that no provisional acceptance can be given without the       presence of the complete set of documents.

 

1.8                         Asset Register

 

In order to assist in asset registration, all equipment shall have a solidly fixed metallic type or similar approved label, size 75 mm x 35 mm, with the EU logo and the lettering:

 

            Contract No. TR0205.01/002/01/042 / Lot No (…) / Item No…./Serial No……

 

            The final acceptance shall include the signed up to date asset registration as accepted by the Contracting Party.

 

1.9             CE Marking
